The Presidency has warned ministers of state to refrain from publicly unveiling new policies or programs without first obtaining Cabinet approval.
This directive, detailed in a circular dated Monday, October 27, 2025, and signed by the Secretary to the Cabinet, Professor Kwaku Danso-Boafo, emphasized that non-compliance constitutes a breach of constitutional protocol and undermines the principle of collective responsibility in governance.
The circular expressed concern about a rising trend where some ministers make public statements on government initiatives that have not been properly reviewed, discussed, or approved by Cabinet.
“Cabinet wishes to remind all ministers that, consistent with the principles of collective responsibility and established governance procedures, no policy, program, or major initiative shall be considered an official position of government unless it has been duly submitted to, deliberated upon, and approved by Cabinet,” the circular stated.
To ensure proper coordination, ministers have been instructed to submit all proposed policies, programs, and legislative measures through their Chief Directors to the Cabinet Secretariat for inclusion on the Cabinet agenda.
