Attorney General and Minister for Justice, Dr. Dominic Ayine, has announced that twelve individuals will be prosecuted in connection with a GHC548 million financial scandal at the National Service Scheme (NSS). The revelation was made at a press briefing on Friday, June 13, as part of the government’s anti-corruption campaign dubbed Operation Recover All Loots (ORAL). Dr. Ayine stated that investigations into the scandal have concluded, paving the way for legal proceedings to begin.
The Attorney General revealed that the suspects include former top officials of the National Service Authority (NSA), with former Deputy Executive Director, Gifty Oware-Mensah, identified as the alleged mastermind behind the scheme. Others named include Mustapha Ussif, former Executive Director; Osei Assibey Antwi, former Director General; Kwaku Ohene Gyan, former Deputy Executive Director for Operations; Abraham Bismarck Gaise, former Internal Auditor; and several other former regional and district staff members. Dr. Ayine also disclosed that Stephen Kwabena Gyamfi, former Regional Director for Koforidua, was re-arrested earlier in the day following the discovery of new accounts containing unexplained deposits.
According to Dr. Ayine, the suspects manipulated NSS systems over several years to siphon funds intended for national service operations. “This is a serious breach of public trust and accountability. We are committed to retrieving every cedi and ensuring those responsible face justice,” he emphasized.
