Former NSB Director-General Arrested Over $7M Cyber Defence Contract Fraud

Attorney-General and Minister of Justice, Dominic Ayine, has confirmed the arrest of Kwabena Adu-Boahene, former Director-General of the National Signals Bureau (NSB), over allegations of financial misconduct in a $7 million cyber defence system contract. Speaking at a press conference on March 24, Mr. Ayine stated that Adu-Boahene was apprehended for allegedly diverting public funds meant for the procurement of critical cybersecurity infrastructure. The contract, signed on January 30, 2020, with Israeli firm RLC Holdings Limited, was intended to strengthen Ghana’s capacity to combat cyber threats, but investigations revealed that a significant portion of the funds was misappropriated.

According to the Attorney-General, Adu-Boahene, just days after signing the contract, transferred GH¢27.1 million from the NSB’s Fidelity Bank account into a private UMB account belonging to BNC, a company he co-owned with his wife. Official records indicated that the payment was meant for the cyber defence system, but further investigations revealed that the funds were funneled into his private business rather than used for the intended project. Dr. Ayine also disclosed that Adu-Boahene and his wife used these funds to acquire multiple properties in Ghana and abroad. Both remain in detention, and additional suspects are being pursued as the prosecution prepares to commence.
